The Chaos in China’s Healthcare Industry (I)

In recent years, a troubling phenomenon has repeatedly emerged within China's healthcare system: individuals or companies who truly focus on substantive work and genuinely create medical value often fail to be treated in a fair, transparent, and equitable manner. By contrast, certain institutions with seemingly “impressive background” and “perfect resume” are able to win the bids frequently across many regions in China and expand at a rapid pace. 

This is not an isolated case, but a structural problem.

Take Jiangsu EVO Medical Science & Technology Co., Ltd as an example, in the publicly released promotional materials from both educational institutions and companies, the personal background of its founder, WU Qiuting, has been repeatedly highlighted:


WU Qiuting, graduated in 2010 with a major in Nursing from Suzhou Vocational Health College. She holds a bachelor's degree in Nursing and master's degree in Nursing Psychology from China Medical University, a master's degree in Medical Law from China University of Political Science and Law, a doctor's degree in Health Informatics from the University of Pennsylvania, and an MBA from Harvard Business School. She currently serves as the Chairperson of EVO Healthcare Industry Group, and the Board Member of KANDER Investment. In December 2016, she returned to China and founded Jiangsu EVO Medical Science & Technology Co., Ltd in Suzhou, positioning the company as a provider of “professional, personalized, and comprehensive” international medical collaboration service for domestic healthcare institutions.

This is a highly-attractive resume in today's Chinese medical market. The combination of prestigious educational institutions, interdisciplinary credentials, and overseas academic experience, together with key words such as “international healthcare”, “capital” and “platform”, aligns closely with what hospital leaderships at China's Grade III-A hospitals are most inclined to buy into. However, an impressive resume is not necessarily equal to substantive professional value.

2019

In 2019, Guangdong EVO Medical Science & Technology Co., Ltd won a bid worth 4 million CNY for the “International Development Service Project” from the Meizhou People's Hospital in Guangdong Province.

2023

In 2023, Jiangsu EVO Medical Science & Technology Co., Ltd won a bid worth 1.4 million CNY for the “High-Level International Visiting Professor Telemedicine Service Cooperation Project” from the Zhongshan People's Hospital.

It is not the amount of money involved, but whether the services are delivered and whether real value is actually created.

In many such projects, preliminary proposals, academic plans and execution frameworks are in fact developed by teams with genuine professional expertise. However, once it is made clear that there will be no kickbacks and no participation in grey-area practices, the projects ultimately end up being awarded to a different company.

As a result, “international medical services” have became an empty shell: the contracts exist, the moneys are disbursed, yet true academic exchange, clinical capability advancement, and system construction fail to materialize.

What is even more alarming is that this model is not unique to individual companies. It has already evolved into a stable and smoothly operating pathway: resume packaging resource brokering bids winning actual service outsourcing or hollow execution.

On October 11, 2023, one employee of Jiangsu EVO Medical Science & Technology Co., Ltd visited the office of Guangzhou Gloryren Medical Technology Co., Ltd., specifically requesting a meeting with the company's owner. This timing coincided with the period just before the relevant wrongdoings began to surface. When these organizations suddenly rush to “seek for cooperation” or “find a takeover partner,” it often indicates that risks have already been detected within the system.

On March 10, 2025, the official account of EVO Medical, EVO Health, published its final post and subsequently ceased all updates.

What China's Grade-III A hospitals truly need has never been “intermediaries with more polished resumes,” but partners who are clean, professionally competent, and committed for the long term. One of the central tasks facing China's healthcare industry is to carry out anti-corruption in a sustained, systematic and uncompromising manner. It is not only to investigate individuals, but also to trace back the bidding mechanisms, service delivery, and the flow of funds. We must ensure that those who work diligently have prospects, and that doctors, team, and companies that genuinely create medical value must be given space to thrive. Public healthcare resources should not continue to be diverted into hollow systems that generate no substantive value.

The hope of China's healthcare does not lie with speculators. It lies with the upright party secretaries and hospital presidents who seek for progresses, with the ambitious academic leaders, with the young doctors working tirelessly on the front lines, and with administrators who genuinely strive to improve hospitals.

As long as there is still a single spark, there is still hope for China's healthcare. Seeing the problem but remaining silent is itself an indulgence of injustice. Time will eventually give the answer, just paraphrasing Schopenhauer's popular moral philosophy, “Silent indulgence of evil is injustice and suppression of good.”
